Executive Order 14343 further excludes certain federal employees and positions from the federal labor-management relations program. The order restricts collective bargaining rights and union representation for additional federal workers. On January 31, 2025, the Trump administration signed Memorandum 2025-02729 directing federal agencies to treat collective bargaining agreements signed during the transition period (after the 2024 election) as non-binding or subject to renegotiation. The memorandum applies to agreements entered into between the election and inauguration. Direct impacts include potential changes to federal employee benefits, compensation structures, and working conditions covered under those agreements, pending agency implementation and legal review.
